Ross Friedman serves as Managing Director of Partner Valuation Advisors. In this role, Mr. Friedman will lead the New York Tri-State practice for all Core 3 assets (Industrial, Office, Retail). Mr. Friedman has over 12 years of commercial real estate appraisal experience appraising office, industrial, retail, multifamily, and special-use properties.
In his prior roles, valuation and consulting assignments have included investment-grade properties in the local, national, and international markets for commercial lending, financial reporting, portfolio valuation, tax purposes, litigation, and due diligence.
Throughout his career, Mr. Friedman has significant experience working on large-scale projects including multi-story Class A Offices on Madison Avenue, million-square-foot industrial properties in the Tri-State region, and hundreds of lease valuations for dental offices, fast food restaurants, and retail stores. He has assisted clients and communicated with auditors regarding the valuation of the national portfolio of assets on a quarterly and yearly basis to ensure the highest standard of quality and timely results.
Prior to joining Partner Valuation Advisors in May 2023, Mr. Friedman served as Executive Vice President and Tri-State Leader at JLL Valuation Advisory from 2021-2023 where he was responsible for establishing and developing the Tri-State region in Core IV assets (Office, Industrial, Retail & Multifamily). From 2016-2021, Mr. Friedman served as Director of BBG, Inc. where he led the National Operations for the Financial Reporting practice. From 2010-2016, Mr. Friedman worked for RSM US LLP (Accounting Firm) and Citigroup (Financial Institution) in the New York region.
Creighton Cross, Executive Vice President, has over 18 years of commercial real estate experience valuing and advising on residential and commercial assets, including subdivision developments, office, retail, multi-family, as well as specialty properties in the Southeast.
Mr. Cross has fostered deep real estate valuation ties with major financial institutions, pension funds, and insurance companies. In addition to the traditional financial sector, Creighton has experience as an expert witness for non-lending assignments. Having received his MAI designation in 2012 and AI-GRS designation in 2016, Mr. Cross has focused his work on complex assets and growing his business into an industry leader.
Prior to Partner Valuation Advisors, Mr. Cross was Owner/President and Chief Appraiser at Braun & Associates, Inc. In this role, Mr. Cross focused on both residential and commercial projects and training appraisers to become the next generation of valuation experts.
Brian L. Chandler serves as Senior Managing Director for Partner Valuation Advisors. In this role, Mr. Chandler participates in the national leadership of the firm and directs the Raleigh, North Carolina team. He also serves as National Practice Lead for Seniors Housing which is focused on conducting appraisals, market studies, large portfolio engagements, and consulting assignments for Seniors Housing and Healthcare properties nationwide.
With over 30 years of commercial real estate experience, Mr. Chandler offers extensive experience in the preparation and desk review of consulting and valuation reports, market studies, and cash flow analysis reports for owners and developers, insurance companies, pension fund advisors, governmental agencies, commercial lending institutions, and investment companies experience. In addition to his valuation experience, Mr. Chandler brings a rich perspective from his experience in real estate brokerage, tenant representation, and asset management.
Prior to Partner Valuation Advisors, Mr. Chandler served as Managing Director for JLL Valuation and Advisory, overseeing the Seniors Housing and Healthcare teams for over six years. Earlier in his career, Mr. Chandler served in various Managing Director/Partner roles at a national valuation firm in Dallas, Texas.
Erica Butler, MAI is the Executive Vice President for Partner Valuation Advisors for North and South Carolina.
Licensed in North Carolina, South Carolina, and Virginia, she has experience appraising industrial, multi-tenant office and retail buildings, adaptive reuse properties, easement valuation, childcare centers, shopping centers, and special use properties such as religious facilities, schools, and racetracks.

Owen S. Ard serves as Managing Director for Partner Valuation Advisors, as well as the national co-leader of the Affordable Multi-Family Housing team. Actively engaged in real estate valuation and consulting assignments since 1984, Mr. Ard has performed appraisal services consisting of narrative and summary real estate appraisals, ad valorem tax protests, consulting, litigation support services, market and feasibility studies, reviews, market study analyses and appraisals in connection with the allocation of state and federal tax credits. He also specializes in valuation and market studies for use in HUD Multi-Family Accelerated Processing (MAP) program, the federal Low Income Housing Tax Credit Program, and various other affordable housing programs. Mr. Ard has an extensive history with all types of real estate property valuation, including office, retail, industrial, and hospitality, but has specialized in various affordable housing programs for many years. Clients served include corporations, law firms, financial institutions, investment firms, and private/public agencies.
Prior to joining Partner Valuation Advisors, Mr. Ard served as National Head of Affordable Multi-Family Housing at JLL Valuation Advisory, overseeing the national team as well as the Tulsa and Oklahoma City offices.
Mr. Ard is currently the President of the Oklahoma Coalition of Affordable Housing, a non-profit organization of affordable housing professionals promoting education, legislative action, professional training, information resources, and network building in the affordable housing industry. The mission of the Coalition is to promote and facilitate the availability of quality, safe affordable housing to Oklahoma residents.
Jeff Colton serves as Executive Vice President at Partner Valuation Advisors. Mr. Colton is a multi-housing specialist with experience throughout the Western United States. He is based in the firms’ Southern California office in Irvine.
Mr. Colton started his career in the senior housing communities’ sector focusing on independent living, assisted living, memory care, and skilled nursing facilities. Recently, the primary focus of Mr. Colton’s practice is on multifamily communities.
That includes:
- Market-rate/restricted-rate apartments; LIHTC communities, Section 8/HAP Contracts, HFA Contracts, and assets in local rate restricted markets
- Mixed-use communities with an office or retail component
- Single-family subdivision (for rent or sell off)
- Student Housing / Co-Living Communities (rent by unit and rent by bedroom) including both smaller and institutional sized assets either near major college campuses or in urban
- areas
- Manufactured Housing Communities (MHCs)
- Land valuation assignments encompassing properties in all aspects of a life cycle including proposed developments and land values, value-add scenarios, and stabilized communities.
Among the highlights of his career include a proposed affordable project with 2,000 restricted units across five phases, with multiple buildings within the project restricted to Veterans and those classified as Homeless or At-Risk (designated Permanent
Support Housing); a proposed mixed-use project with 573 units and ground floor retail; an existing mixed-use project with 393 units and ground floor retail; a proposed subdivision that included more than 541 residential units (apartments, townhomes, and SFRs); and a Single-Family Residence with nine proposed ADUs.
Mr. Colton earned a master’s degree in Business Administration from UCLA’s Anderson School of Management and a bachelor’s degree in Materials Science/Engineering from the Massachusetts Institute of Technology. Mr. Colton holds appraisal licenses in California, Arizona, and Texas.
Mr. Enloe directs valuation and consulting engagements related to a wide variety of property types for national institutional assets and portfolios. His broad range of experience in valuation and analysis includes retail, office, industrial, multi-family, development land, manufactured housing, regional malls, hotels, self-storage, and educational facilities.
Through the course of his career, Mr. Enloe has fostered deep real estate valuation ties with major financial institutions, pension funds, REITs, hedge funds, and insurance companies. He also provides advisory services to owners and developers, including asset disposition and purchase due diligence.
Prior to launching Partner Valuation Advisors, Mr. Enloe headed JLL’s commercial valuation platform in the United States, where he was involved in national portfolio originations and management, tailoring client solutions to meet the demands of the largest real estate companies in the world. An award-winning leader, Mr. Enloe recruited and supervised valuation professionals in markets across the country: New York, Chicago, San Francisco, Los Angeles, Dallas, Houston, Seattle, St. Louis, Kansas City, Phoenix, Pittsburgh, Columbus, Detroit, Oklahoma City, Washington D.C., and Austin. Under his direction, the valuation advisory tripled revenue over a five-year horizon, setting new standards for client care.
Earlier in his career, Mr. Enloe served in various leadership roles for more than 18 years at Integra Realty Resources in the Midwest, including growing the Chicago office into the largest capital markets valuation office in the company. He earned a bachelor’s degree from the University of Notre Dame and holds appraisal licenses in 50 states, is a member of the Counselors of Real Estate and is a Fellow of the Royal Institute of Chartered Surveyors.
