T.J. Smith serves as Executive Vice President of Right of Way for Partner Valuation Advisors. Mr. Smith has been actively engaged in real estate valuation since 2006, with experience spanning a wide range of property types and valuation purposes.
His experience includes appraisal and consulting services from all over the State of Texas and various areas across the United States. Since graduating with a Masters in Land Economics & Real Estate from Texas A&M University in 2006, he has worked in valuation and consulting services on various property types, working extensively on litigation assignments. T.J. most recently served as Vice President at BBG, Inc. Prior to that, he served as Director in Kroll, LLC’s Real Estate Advisory Group and Co-Lead of the Right-of-Way practice group. Prior to joining Kroll, Mr. Smith was a Vice President at CBRE as well as an appraiser at JLL Valuation and Advisory services and was Senior Analyst with Integra Realty Resources – DFW for over a decade.
During his tenure, he has assisted in valuation and consulting services on various property types. His appraisal experience includes numerous valuations for financial underwriting, eminent domain assignments, right-of-way abandonments, impact studies, market studies, corridor valuations, easement valuations, land swaps, diminution in value, and assistance in jury trials. His experience in appraisal includes projects for the Texas Department of Transportation (TxDOT), various local municipalities, Trinity River Authority (TRA), ONCOR, Tarrant Regional Water District, AMTRAK, The United States Army Corps of Engineers (USACE), and various other pipeline and electrical transmission line companies.

Mark Sadler serves as Executive Vice President of Right of Way & Litigation for Partner Valuation Advisors. Mr. Sadler has been actively engaged in real estate valuation since 2006, with experience spanning a wide range of property types and valuation purposes.
His experience includes appraisal and consulting services from all over the State of Texas and various areas across the United States. Since graduating with a Masters in Land Economics & Real Estate from Texas A&M University in 2006, he has worked in valuation and consulting services on various property types, working extensively on litigation assignments. Over the course of his career, Mr. Sadler has been designated as an expert witness in State & Federal court and is frequently retained to provide expert witness testimony in hearings, for both landowners and condemning authorities. He has extensive experience in providing valuation and advisory services for litigation support purposes such as eminent domain cases, bankruptcy filings, partnership disputes, divorce proceedings, and tax protests. Matt Stephens serves as a Director of Valuation & Advisory Services in Partner’s St. Louis, Missouri office and is a Midwest regional lead of the National Multifamily Practice and a member of the National Self-Storage Practice.
Mr. Stephens is an accomplished real estate professional with 20+ years of experience advising major financial institutions, institutional investors, private equity firms, and family offices across the United States. Over the past five years, he has completed and/or advised on more than $6 billion in aggregate transaction and valuation/advisory assignments, spanning strategic advisory, asset valuation, and investment sales.
Prior to joining Partner Valuation Advisors, Mr. Stephens has held senior roles across valuation/advisory and capital markets since 2002, including Commercial Appraisal Network, LLC (Vice President), Grubb & Ellis Landauer (opened and led the St. Louis office, 2011–2012), and CBRE, Inc. (Vice President/Team Lead, 2012–2021). From 2021 through the end of 2025, he led the multifamily investment sales team in St. Louis for Cushman & Wakefield as Director – Capital Markets | Investment Sales.
Mr. Stephens has experience across a wide range of property types, including multifamily, self-storage, retail, industrial, office, agricultural, manufactured housing communities, auto dealerships, gas stations, seniors housing, schools, hotels, recreation facilities, and off-airport parking facilities, supporting assignments for refinancing, acquisition, internal decision-making, estate planning, market and feasibility studies, tax credit analysis, and going-concern valuations.
Mr. Stephens currently serves as a coach for two youth sports teams at St. Justin the Martyr in St. Louis, Missouri, and he enjoys spending his free time with his wife and four daughters.

William Picoli, MAI, CRE, FRICS is responsible for business development and providing consulting and valuation services for a broad spectrum of property types and clients at Partner Valuation Advisors. While working nationwide, he maintains a primary focus on the New York Metropolitan area. A significant part of his work is dedicated to litigation support/expert witness services, as well as complex assignments involving market analysis, highest and best use, land rights, and development analysis.
Mr. Picoli provides valuations for purposes of portfolio valuation reporting, partnerships, joint ventures, acquisition/disposition, development, condemnation, portfolio valuation, financing, tax certiorari, bankruptcy proceedings, estate matters, and arbitration and court litigation. Mr. Picoli also consults on acquisitions/dispositions, financial feasibility, variance appeals, site development deals, bankruptcy, arbitration, IRS taxes and a variety of real estate interests and issues.
Mr. Picoli has over 35 years of experience in the real estate business as an appraiser, consultant and expert witness. Paul Tartak is a Director based in New York with Partner Valuation Advisors. He brings over 35 years of commercial appraisal experience, having entered the field in 1988. Throughout his career, Mr. Tartak has appraised thousands of properties across the United States for a wide range of clients including global banks, Fannie Mae, Freddie Mac, CMBS/conduit lenders, institutional investors (REITs), owner-users, and developers. Joshua Breeding is a Vice President for Partner Valuation Advisors and a Certified General Appraiser in Arizona, where he specializes in valuing multifamily, build-to-rent, and student housing assets. Joshua’s background includes appraisal review and property valuation from his time in commercial banking.
Before joining Partner Valuation Advisors, Mr. Breeding spent two years as a Credit Administration Specialist at Opportunity Bank of Montana. During this time, Joshua was responsible for reviewing all commercial, residential, and agricultural appraisals as well as preparing internal evaluations for the Commercial Lending Department of a $2 billion Community Bank.

Scott Belsky serves as Managing Director of Partner Valuation Advisors. Mr. Belsky has over 10 years of commercial real estate appraisal experience appraising industrial, retail, office, multifamily, manufactured housing, and self-storage assets. He has appraised commercial real estate in all 50 States as well as Canada and Mexico. Mr. Belsky focuses on multifamily and manufactured housing community (MHC) assets and currently serves as the National Practice Lead of the Manufactured Housing Communities and RV Resorts.
Mr. Belsky has significant experience leading multi-state portfolios and has appraised some of the largest multifamily and MHC portfolios in the United States. He has been a panelist at the SECO National Conference of Community Owners where he discussed the appraisal of manufactured housing communities and regularly attends the MHI National Congress & Expo, NCC Fall Leadership Forum, SECO National Conference of Community Owners, and the WMA Convention & Expo.
